Saudi Arabia has introduced a major change for Umrah pilgrims, as now from 2025, Umrah visa applications will only be accepted if travelers have confirmed hotel reservations and local transport arrangements.
The Ministry of Hajj and Umrah says the move is aimed at stopping fraudulent accommodation offers and ensuring smoother crowd management during peak pilgrimage seasons.
Under the new policy, visa approval is directly linked to proof of accommodation and transport. Pilgrims must upload or verify their bookings through Saudi Arabia Nusuk platform or use licensed travel agents.
Applicants are now required to follow a set procedure which is:
- Applicants need to book a verified hotel stay using Nusuk or an accredited operator.
- They must arrange local transport, such as airport transfers or intercity travel.
Once both details are confirmed, the visa request can be submitted online.

The ministry has also cautioned that costs may rise because bookings must now be made in advance. Pilgrims are encouraged to book early and consider off-peak travel dates to find affordable options.
Officials say the policy not only safeguards pilgrims but also supports Saudi Arabia Vision 2030 which aims to expand and modernize religious tourism.
