The Central Power Purchasing Agency–Guaranteed (CPPA-G) has requested a negative adjustment of Rs. 0.37 per unit in the Fuel Charges Adjustment (FCA) for September 2025, which would result in a total refund of Rs. 4.5 billion to electricity consumers across the country, including those served by K-Electric.

The National Electric Power Regulatory Authority (NEPRA) has scheduled a public hearing for October 29, 2025, to review the petition, seek clarifications from CPPA-G, and allow consumer representatives to present their views on the proposed adjustment.

According to the data submitted by CPPA-G, hydel power generation in September 2025 stood at 4,783 GWh, accounting for 37.99 percent of total electricity production. Total energy generation during the month was 12,592 GWh, valued at Rs. 89.33 billion, with a generation cost of Rs. 7.0941 per unit.

After including previous adjustments of Rs. 945 million (Rs. 0.0742 per unit), a negative adjustment of Rs. 1.232 billion for sales to IPPs, and transmission losses of 354 GWh, the net electricity supplied to distribution companies was recorded at 12,217 GWh, with a final cost of Rs. 7.2873 per unit.

The CPPA-G maintained that since the actual generation cost of Rs. 7.2873 per kWh was lower than the reference rate of Rs. 7.6554 per kWh, a negative adjustment of Rs. 0.3681 per kWh should be approved for all consumer categories.
