Pakistan Railways has decided to outsource 11 passenger trains through an open auction under a new outsourcing policy, replacing the previous system of financial bids.
According to the Railways administration, advertisements have been issued inviting participants for the open bidding scheduled for November 20. The trains being outsourced include Hazara Express, Bahauddin Zakariya Express, Millat Express, Badar Express, Ghouri Express, Rawal Express, Thal Express, Moen jo Daro Passenger, Fareed Express, Mianwali Express, and Faiz Ahmed Faiz Passenger.
Officials said the decision aims to ensure greater transparency and competition in the outsourcing process. Earlier, the department had received financial bids worth Rs. 7.9 billion from the private sector for nine trains.
However, Federal Minister for Railways Hanif Abbasi cancelled all previous bids and directed that future outsourcing will only be done through open public auctions to make the process transparent and beneficial for both passengers and investors.

Pakistan Railways believes that this new approach will improve train operations, enhance service quality, and attract more private investment in the national transport sector.
