Islamabad, Jan 29: The National Database and Registration Authority (NADRA) has approved the issuance of national identity cards with lifetime validity for individuals with disabilities, marking a significant step toward inclusivity and accessibility in Pakistan. This amendment to NADRA Rules 2002 aims to simplify documentation processes and address the unique needs of people with disabilities across the country.
According to the 2023 census by the Pakistan Bureau of Statistics, approximately 7.5 million people in Pakistan have disabilities, while globally, around 1.3 billion individuals 16% of the population experience significant disabilities. Recognizing the challenges faced by this community, NADRA’s initiative will provide eligible adult citizens, both residents and non-residents, with identity cards featuring a wheelchair logo, symbolizing their status. Similarly, child registration certificates and juvenile cards will also carry the wheelchair symbol for children with disabilities.

In a further step towards inclusivity, NADRA has also introduced lifetime validity identity cards for Pakistani citizens who register as organ donors. These cards will feature a donor logo, reinforcing the government’s commitment to recognizing and facilitating individuals who contribute to society in meaningful ways.
This initiative aligns with Pakistan’s ongoing efforts to enhance the rights and recognition of persons with disabilities. Despite progress, many still face discrimination, exploitation, and mistreatment. However, legislative measures such as the ICT Rights of Persons with Disabilities Act 2020 and Pakistan’s ratification of the United Nations Convention on the Rights of Persons with Disabilities in 2011 reflect the country’s commitment to improving their situation. Additionally, the Disabled Persons Employment and Rehabilitation Ordinance 1981 mandates job quotas to promote workforce inclusion.
By granting lifetime validity to these identity cards, the federal government aims to ease bureaucratic hurdles and ensure that people with disabilities receive long-term recognition and support. This move is expected to facilitate their access to various services and rights while reinforcing a more inclusive and equitable society in Pakistan.
