Islamabad, Mar 17 2025: The Directorate General of Customs Valuation Karachi has officially revised the customs values on the imported of 104 different branded chocolates from various international sources.
The latest update was issued through a new valuation ruling (1980 of 2025) on Monday, significantly increasing the customs values for a wide range of imported chocolate brands.
The revised valuation ruling affects popular chocolate brands such as Mars, Bounty, Snickers, Alprose Swiss Butter, Cadbury (various flavors), Galaxy (multiple blends).

Why Were Customs Values Revised?
As per the ruling, the customs values for these imported chocolates had remained unchanged since 2022. Given the evolving market trends, fluctuating import prices, and an overall analysis of trade data.
The authorities decided to initiate a fresh evaluation under Sections 25 and 25A of the Customs Act 1969.
To ensure transparency, a stakeholders’ meeting was convened on January 16, 2025, which included key industry representatives. Participants were given the opportunity to express their views regarding the determination of customs values.
They were also asked to submit relevant import documents to justify their claims regarding pricing discrepancies.
Detailed Assessment and Market Inquiry
For an accurate assessment, 90 days of import data was retrieved and thoroughly analyzed. Additionally, customs authorities conducted a market inquiry under sub-section (7) of Section 25 of the Customs Act, 1969.
Officials personally visited different wholesale and retail markets to collect firsthand information on the actual selling prices of these chocolates.
Based on the findings, and after making necessary adjustments for profit margins and associated costs, the C&F (Cost and Freight) values for these imported chocolates were finalized under the Customs Act 1969.
This revision in customs values is expected to impact importers, retailers, and consumers by raising import duties and potentially increasing the market price of these popular chocolate brands in Pakistan.
