Islamabad, Mar 26, 2025: Pakistan has secured the 65th position in Numbeo’s 2025 Global Safety Index, ranking ahead of India, which placed 66th.
With a safety score of 56.3, Pakistan edged past its neighboring country, which scored 55.7, reflecting a slight difference in perceived safety between the two nations.
Compiled by the crowdsourced data platform Numbeo, the Global Safety Index assesses crime levels worldwide, offering insights into the safest and least safe countries.
The ranking is based on public surveys that consider various crime indicators such as theft, robbery, harassment, and violent crimes.

Top-Ranked Countries for Safety
Andorra, a small European nation situated between Spain and France, topped the list with the highest safety score of 84.7. Other countries in the top five included:
- United Arab Emirates (84.5)
- Qatar (84.2)
- Taiwan (82.9)
- Oman (81.7)
These nations are recognized for their strong security measures, low crime rates, and stable environments, making them among the safest places to live and visit.
Major Economies Rank Lower Than Expected
Surprisingly, several major economies ranked lower in the safety index. The United States placed 89th with a safety score of 50.8, while the United Kingdom stood at 87th.
Similarly, Australia (82nd) and New Zealand (86th) ranked lower than traditionally safer destinations.
France, a well-known European hub, landed at 110th with a safety score of 44.6, indicating rising concerns over security.
Least Safe Countries in 2025
At the bottom of the list, Venezuela was ranked as the least safe country with a score of 19.3, followed by:
- Papua New Guinea (19.7)
- Haiti (21.1)
- Afghanistan (24.9)
- South Africa (25.3)
These countries continue to face high crime rates, political instability, and economic challenges, contributing to their lower safety rankings.
While Numbeo’s 2025 Global Safety Index, provides valuable insights into global safety trends, it is based on user perceptions rather than official crime statistics.
