Islamabad, 19 Apr, 2025: RDA Targets Prominent Housing societies in a sweeping crackdown across the twin cities, launching an aggressive campaign against unauthorized developments.
In a coordinated move, Fraud, Illegal Plot Sales have become the latest focus of Rawalpindi Development Authority’s enforcement actions, reflecting the agency’s commitment to urban regulation and public protection.
On Friday, the Rawalpindi Development Authority (RDA), with the support of the Islamabad Capital Territory (ICT) administration, sealed the central office of the University Town Housing Scheme, located in G-11 Markaz, Islamabad.
The office closure followed consistent breaches of the Punjab Development Authorities Private Housing Schemes Rules, 2021.

According to an official press statement, the RDA took decisive action after numerous complaints surfaced about unethical practices.
These included Fraud, Illegal Plot Sales, unauthorized development work, deceptive advertisements, and unlawful allotments.
Complaints were also formally registered through the Chief Minister’s Portal, Prime Minister’s Portal, and the office of the Ombudsman Punjab, indicating widespread public grievances.
Kinza Murtaza, Director General of the RDA, underscored the department’s strict zero-tolerance policy.
“This initiative sends a clear message that the authority will no longer overlook housing schemes that flout legal frameworks or jeopardize citizen welfare,” she asserted.
“RDA Targets Prominent Housing operators who engage in malpractice our priority is safeguarding investors and maintaining city planning standards.”
The DG further revealed that this enforcement measure is part of a larger strategy to ensure that all housing projects adhere to regulatory benchmarks, including proper approval, infrastructure compliance, and transparency in transactions.
She added that the RDA’s Enforcement Wing remains active in the field and is prepared to escalate legal proceedings if further irregularities are detected.
Murtaza urged residents and investors to perform due diligence before committing to any housing scheme.

She highlighted that several illegal societies operate under misleading names and false approvals, often attracting uninformed buyers through aggressive but dishonest marketing.
Citizens are encouraged to consult the RDA’s official channels and helplines to verify the legitimacy of real estate ventures.
The authority also plans to launch a public awareness campaign about legal housing and land investment procedures.
Through firm action and community engagement, the RDA reaffirms its mission to build safe, regulated, and trustworthy urban environments free from corruption, deceit, and exploitation.
