Islamabad, 10 May,2025: “1,200-Bed Hospital” development has moved a step closer in Islamabad, as the Capital Development Authority (CDA) invited bids from global consultancy firms for the design and supervision of the upcoming Jinnah Medical Complex and Research Centre.
Acting on behalf of the Ministry of Health, the CDA announced that it would appoint international consultants through a single-stage, two-envelope process, following rules set by the Public Procurement Regulatory Authority (PPRA).
Officials said the consultancy will cover essential aspects of the project including design verification, preparation of EPC tender documents, bid evaluation, contract oversight, and implementation supervision.

Experts will also be required to offer advisory input on medical infrastructure planning such as healthcare technologies, hospital IT systems, and communication frameworks ensuring the 1,200-Bed Hospital is equipped to deliver modern medical services.
In accordance with PPRA Regulations 2010, consultants will be selected using the least-cost evaluation method.
Firms interested in competing must upload their submissions to the EPADS platform (www.eprocure.gov.pk) by 5:00 PM on June 10, 2025, and are required to include a bid security amounting to Rs. 30 million, or an equivalent amount in international currency.
Sources confirmed that technical questions related to the project should be directed to Qazi M Omar, while registration support for EPADS users will be handled by Mr. Muhammad Bin Zubair.
The bid opening is scheduled for 11:30 AM on the same day, and attendance is mandatory.

The planned 1,200-Bed Hospital will serve as a high-capacity tertiary care facility, playing a crucial role in strengthening Pakistan’s public health sector.
Officials believe that the appointment of international consultants will help meet global standards in medical care, project execution, and healthcare technology integration.
