Islamabad, May 13, 2025: In a strategic move to reinforce Pakistan’s textile leadership, the Ministry of Commerce has introduced a fresh draft of the Textiles and Apparel Policy 2025-30, targeting long-term growth, global competitiveness, and sustainability in one of the country’s most vital sectors.

Contributing 24% to large-scale manufacturing and generating 55% of national exports, the textile sector remains a cornerstone of Pakistan’s economic stability and export ambitions.

As the current Textiles and Apparel Policy 2020-25 reaches its final phase, the proposed roadmap sets a new direction focused on strengthening the sector’s infrastructure, reducing operational costs, and aligning with international environmental, social, and governance (ESG) standards.

The Ministry is actively engaging with all major stakeholders—ranging from textile councils and industry experts to academic institutions and policy think tanks—to ensure the policy reflects real-world challenges and growth opportunities.

This broad consultation phase is expected to wrap up by the end of May.

“We’re focused on creating a globally competitive textile ecosystem through smarter policies, streamlined regulations, and diversified markets,” said an official from the Ministry, emphasizing the government’s commitment to future-proofing the sector.

Key pillars of the draft policy include:

  • Supply Chain Enhancement: Tackling bottlenecks to increase productivity across the value chain.
  • Infrastructure Expansion: Investing in modern facilities and logistic networks.
  • Market Diversification: Reducing reliance on traditional markets by tapping into new regions.
  • Regulatory Reforms: Simplifying processes to attract domestic and foreign investment.
  • Sustainability Push: Integrating ESG practices to improve compliance and global appeal.

Experts say the proposed Textiles and Apparel Policy 2025-30 has the potential to make Pakistan more competitive against regional players like Bangladesh and Vietnam, especially if policy measures are matched with implementation speed and access to financing.

The Ministry of Commerce has called upon all concerned departments and stakeholders to submit their feedback promptly. If no response is received by the consultation deadline, it will be considered an endorsement of the draft.
