Islamabad, May 19, 2025: The Benazir Income Support Program (BISP)—Pakistan’s largest cash assistance initiative—is gearing up for a major budgetary boost in the upcoming fiscal year.

In an effort to cushion low-income families from the relentless grip of inflation, a 20% increase in BISP budget has been proposed, potentially raising the allocation to an unprecedented Rs 716 billion.

This substantial bump in funding comes amid growing socio-economic pressure and is expected to deepen the program’s impact by expanding its reach and increasing monthly stipends.

If approved, this would mark one of the most significant upgrades in BISP’s history, offering stronger support to Pakistan’s most vulnerable citizens.

What’s Changing?

Bigger Cash Transfers:
Starting January 2026, the monthly financial assistance for eligible families will rise by Rs 1,000, with the quarterly stipend climbing from Rs 13,500 to Rs 14,500.

These adjustments are designed to keep pace with inflation and maintain recipients’ purchasing power.

Wider Beneficiary Coverage:
The government aims to scale the Kafalat program to reach 10 million families (1 crore), a notable jump from current figures.

Already, 700,000 new families have been added in the current year alone, signaling strong momentum in expanding the program’s safety net.

Transparent Payment Systems:
To improve efficiency and trust, new banking partners will join the program, enabling electronic payments through various platforms.

This shift will increase both security and accessibility for recipients across the country.

Supporting Sectors Also Get a Boost
Alongside BISP, the national budget proposes Rs 3,156 billion for health and education, aligning with Pakistan’s broader social development goals and reinforcing BISP’s mission to break the poverty cycle.

According to policy analyst Dr. Rukhsana Aslam, “This increase is timely and essential.

With inflation disproportionately impacting low-income families, the enhanced BISP budget can serve as a buffer and promote inclusive economic growth.”
