Islamabad, 23 May 2025: Lowest Web Threat rankings placed Pakistan near the safest end of the spectrum in a recent regional cybersecurity analysis presented at Kaspersky’s annual Cyber Security Weekend for the Middle East, Turkiye, and Africa (META) region.
According to Kaspersky’s Global Research and Analysis Team, Pakistan recorded the second-lowest share of users affected by web-based cyber incidents during the first quarter of 2025, only trailing behind Saudi Arabia.
In contrast, Turkiye and Kenya topped the chart for the highest exposure to online threats, followed closely by Qatar, Nigeria, and South Africa.

The cybersecurity firm noted that its researchers are currently monitoring 25 advanced persistent threat (APT) groups operating across the META region.
Groups such as SideWinder, MuddyWater, and Origami Elephant are among those launching stealthy attacks using innovative techniques, particularly targeting mobile devices and attempting to evade detection tools.
While ransomware remains a dominant digital danger, its prevalence is being shaped by varying levels of technological development across regions.
Kaspersky reported an uptick in ransomware incidents globally, with the Middle East seeing a notable increase due to rapid digital expansion.
Africa, however, witnessed a relatively smaller rise, attributed to more limited internet penetration and fewer high-value digital targets.
One group, FunkSec, has quickly made headlines since its emergence in late 2024. Leveraging artificial intelligence and operating under a Ransomware-as-a-Service model, it reportedly surpassed veteran cybercrime groups such as Cl0p and RansomHub in impact.
FunkSec has been involved in sophisticated double-extortion attacks, targeting governments and critical sectors across Europe and Asia.

Experts warn that 2025 could bring an evolution in ransomware tactics, with attackers increasingly exploiting overlooked vulnerabilities, such as IoT devices and outdated office equipment.
AI-driven language models are also being weaponized, reducing the expertise needed to launch phishing and malware campaigns.
Despite growing threats, Pakistan continues to be ranked among the Lowest Web Threat nations in the META region. Kaspersky urges businesses to adopt layered defense strategies and ensure continuous employee training to stay resilient.
Remaining among the Lowest Web Threat regions will require vigilance as cybercriminals evolve their tactics with every technological advance.
