Ottawa, May 27, 2025: To help improve the job transition process for foreign workers residing in Canada, the federal government has introduced a new temporary public policy, which allows workers to opt for new jobs without needing to wait for their new work permits to be processed.

The new policy came into effect on May 27, 2025, and has come as part of Canadian government’s measures to resolve persistent issues faced by the foreign employees as well as complaints of delayed hiring processes by the local employers.
The Canadian government website says that under the new policy, temporary foreign workers, currently in Canada — including those under the Temporary Foreign Worker (TFW) Program and the International Mobility Program — can now switch jobs immediately once they have a job offer, even if their new work permit application has not yet been approved.
This change will especially facilitate those workers who are on employer-specific (closed) work permits, which have previously been tied to a single employer. This has not only caused restrictions for professionals in job mobility but has also posed a challenge for organizations looking to fill important vacant positions.
Foreign workers play an important role in industries such as IT, healthcare, agriculture, and caregiving, and the new policy aims to ensure their skills are better utilized. According to Immigration, Refugees and Citizenship Canada (IRCC), the policy is designed to help foreign workers transition to new roles more easily, reducing gaps in their employment and offering them the flexibility to pursue better opportunities.
The change comes as part of an ongoing effort to streamline Canada’s immigration and labor policies.
