The Eid al-Adha clemency, however, will only apply to prisoners convicted of minor, non-violent crimes. Officials clarified that inmates on death row or those serving sentences for serious offenses such as murder, terrorism, or kidnapping will not be eligible under the remission policy.

Additionally, individuals convicted of espionage or financial crimes involving corruption or embezzlement have also been excluded from the amnesty.

The Sindh Home Department has formally released a notification outlining the eligibility criteria and exclusions, directing jail authorities across the province to implement the policy in accordance with the established legal framework.
