Islamabad, June 18, 2025: The Government of Balochistan has presented its biggest-ever budget for FY 2025–26, totaling a massive Rs. 1,028 billion, signaling a strong commitment to economic reform, youth employment, and public welfare.
The budget includes a 10% pay raise for employees in Grades 1–22 and a 7% pension increase for retired government servants. A 20% disparity reduction allowance has also been announced for lower-grade employees (Grades 1–16).
Finance Minister Shoaib Nosherwani, speaking during the budget session, emphasized that under the leadership of the Chief Minister, the province is “moving in the right direction with measurable success across all key sectors.”
Budget at a Glance:
- Total Outlay: Rs. 1,028 billion (surplus)
- Development Budget: Rs. 249.5 billion

This year marks the first time in Balochistan’s history that development funds have been utilized 100%, with a sharp focus on transparency and rural progress.

- Rs. 20 billion earmarked for district-level schemes
- Rs. 3 billion set aside for improving urban services
- 1,000 new water filtration plants to be installed
- 66 ambulances to be distributed across districts
- No new official vehicles will be purchased

- Development: Rs. 16.15 billion

- Rs. 4.5 billion allocated for the Balochistan Health Card

- Agriculture (Dev.): Rs. 10.17 billion
- Agriculture (Non-Dev.): Rs. 16.77 billion

Jobs, Security & Climate
A total of 6,106 jobs are being created—4,148 contractual and 1,958 regular positions. Major allocations include:
- Rs. 18 billion for Safe City initiatives
- Rs. 500 million for climate resilience
- Rs. 5 million for technical training programs
Sustainable Energy Policy
In a notable decision, the Finance Committee rejected an 18% tax proposal on solar panels, reinforcing the government’s stance on green energy and sustainability.
Balochistan’s 2025–26 budget sets a strong example of inclusive governance, transparency, and public-centered development, laying the groundwork for a more prosperous and self-reliant province.
