Islamabad, June 21, 2025: The National Database and Registration Authority (NADRA) has introduced extensive revisions to the National Identity Card Rules 2002, aimed at improving data precision, curbing child trafficking, and reinforcing legal identification processes throughout Pakistan.
As per an official statement, registering births at the local union council level will now be compulsory in order to obtain a B-form. This initiative is anticipated to eliminate false entries and significantly reduce child trafficking incidents.

Updated Guidelines for B-form Registration
According to the updated policy:
- Children under the age of three will not need to provide biometric data or photographs.
- Children aged between three and ten must now submit a photograph along with an iris scan.
- Those between 10 and 18 years will be required to provide a photograph, biometric data, and an iris scan.
Each child will now receive an individual B-form with a specific validity period. While previously issued B-forms will still be accepted, a new B-form will be required to apply for a passport in the future.
Enhancing the Family Registration Framework
In another notable development, Family Registration Certificates (FRCs) have now been given official legal standing. Citizens must now submit a declaration affirming that the family information provided is correct.
The updated FRC framework will:
- Be issued solely based on NADRA’s database, ensuring transparency and uniformity.
- Include information of family members whose data has yet to be submitted.
- Allow updates and corrections through NADRA service centers or the mobile application.
- Feature comprehensive family data for men with multiple spouses.
- Offer women the option to display either their father’s or husband’s name on their CNICs.
To improve service delivery, NADRA has committed to resolving matters related to the blocking, annulment, or reactivation of CNICs within 30 days — a process that was often prolonged earlier.
Low-Cost, Chipless ID Cards with Smart Features
NADRA has also introduced a cost-effective chipless ID card containing most functionalities of the smart card, with quicker issuance. These updated cards will now include:
- Information in both Urdu and English
- A QR code for instant verification (without any added charges)
This new initiative aims to make identification services more easy while ensuring security and usability standards. In its final note, NADRA urged all citizens possessing ID cards with incorrect or outdated details to voluntarily update their records for accuracy and compliance.
