Islamabad, June 25, 2025: A senior U.S. State Department official has leveled serious accusations against DeepSeek, a prominent Chinese artificial intelligence company. Alleging direct support for China’s military and intelligence operations, and active efforts to circumvent U.S. export controls on high-end semiconductors.
Speaking anonymously to Reuters, the official indicated that DeepSeek’s involvement with Beijing extends far beyond its publicly accessible AI models.
The official detailed how DeepSeek reportedly attempts to bypass strict U.S. export restrictions. Just by utilizing shell companies in Southeast Asia to acquire advanced chips.
These semiconductors are crucial components in sophisticated AI development. They are subject to U.S. regulations designed to curb China’s access to technology that could bolster its military capabilities.

The U.S. believes DeepSeek’s rapid growth has been significantly propelled by its access to American technology. It is fueling broader concerns that Chinese AI firms may be overstating their technological independence.
Furthermore, the U.S. government claims DeepSeek proactively cooperates with Chinese government agencies. It is beyond the general mandate of Chinese law for data sharing.
The official cited over 150 references to DeepSeek in procurement records for China’s People’s Liberation Army (PLA) and affiliated entities. It is alleged that the company provided technology services to PLA research institutions.
DeepSeek has not publicly responded to these allegations. The U.S. government continues to monitor the company and similar firms for potential violations and security threats.
