Islamabad, June 28, 2025: In a significant ruling, the Islamabad High Court (IHC) has directed the federal government to dissolve the Capital Development Authority (CDA). The court has ordered that all powers and assets of the CDA be transferred to the Metropolitan Corporation Islamabad (MCI).
Justice Tariq Mehmood Jahangiri of the Islamabad High Court issued the landmark directives today. The court declared all actions taken by the CDA under a specific Statutory Regulatory Order (SRO) as illegal.
“The CDA should be dissolved, and all its powers and assets should be transferred to the Metropolitan Corporation,” the court stated in its directive. The ruling further emphasized, “All actions taken by the CDA under the SRO are declared illegal. If the CDA has collected any money from anyone under the SRO, it must be returned.”

This directive marks a pivotal moment for the administrative structure of the capital city. The Metropolitan Corporation Islamabad, which was established to empower local governance, is now poised to assume full control over the development and management of Islamabad.
The ruling is expected to have far-reaching implications for ongoing and past development projects, land allotments, and various administrative functions previously handled by the CDA.
It underscores the judiciary’s commitment to ensuring legal compliance and strengthening local governance institutions in the capital. The federal government is now mandated to implement these instructions, paving the way for a new era of civic administration in Islamabad.
