Islamabad, July 4, 2025: The Capital Development Authority (CDA) has increased the property transfer fee in Islamabad from 1% to 3% of the property’s declared value, as per a notification issued on July 1, 2025.

This CDA notification 2025 confirms that the new fee structure applies to both houses and plots falling under CDA’s jurisdiction. The revision was approved by the CDA Board and implemented through the estate management wing.

Despite the federal government’s recent relief of removing the 4% stamp duty and 1% registration fee in rural areas under the ICT revenue department, this hike affects only urban CDA-managed sectors. Now, the transfer fee will be calculated at 3% of the property value using the Federal Board of Revenue (FBR) valuation rates. An additional 0.5% title fee will be levied for properties transferred via sale deed.

In a partial relief, the CDA clarified that only one-fourth of the 3% fee will be charged for transfers involving family inheritance, oral gifts, or general power of attorney cases.

A CDA spokesperson acknowledged the increase, linking it to rising property prices in Islamabad. The official also noted a typographical error in the initial notice, which is currently under correction.

The updated CDA property transfer fee structure is applicable to all CDA sectors starting July 1, 2025.
