Islamabad, July 19, 2025: The National Highway Authority (NHA) has started work on a major safety project to construct a 10 km tunnel through the Salt Range on the M-2 Motorway near Kallar Kahar, an area known for dangerous slopes and many deadly accidents.
To begin the process, NHA has asked engineering consultancy firms to submit proposals and design of the tunnel. The last date to apply is August 16, 2025. A pre-proposal meeting will take place on July 24, 2025, at 11:00 AM at the NHA head office in Islamabad. The tender will follow the single stage – two envelope process.
Only firms registered in the relevant field and listed on the Federal Board of Revenue’s Active Taxpayers List (ATL) can apply. Interested companies can get the Request for Proposals (RFP) from the NHA website or from the General Manager (P&CA) at NHA Headquarters during working hours.

The tunnel proposal was approved in December 2024 during a meeting led by NHA General Manager Hafiz Tahir. Four firms joined the early planning phase. Now, the project is in the technical evaluation stage, and a consultant will be chosen soon.
This plan came after serious concerns were raised about the high number of accidents on the Salt Range section of M-2. The Prime Minister Steering Committee reviewed the issue and advised building a tunnel to make the road safer.
