Islamabad, July 27, 2025: The Rawalpindi Development Authority (RDA) has launched a strong appeal to curb the rising menace of illegal housing schemes that are damaging the city’s development landscape. Several private developers have reportedly been flouting regulations by selling plots and initiating unauthorized construction, all without securing mandatory approvals.

According to official correspondence from RDA Director General Kinza Murtaza, various schemes have been violating the approved Master Plan and Site Development Zone framework. The letter addressed to the Director General of Punjab Housing and Town Planning Agency (PHATA) emphasized that permissions granted by PHATA to such schemes without legal vetting are creating chaos and threatening environmental sustainability.

RDA Seeks FIRs and Online Ban

To safeguard Rawalpindi’s structured growth, RDA has urged the Additional Deputy Commissioner (Revenue) to take immediate enforcement steps. These include issuing challans, legal notices, and filing FIRs against violators. Moreover, RDA has called on the Cyber Crime Wing to clamp down on digital plot marketing and illegal online transfers that bypass regulatory oversight.

Housing societies such as Blue World City and Faisal Town Phase 2 have been spotlighted in the letter for continuing development despite being unapproved. These unauthorized efforts not only violate city planning laws but also put Rawalpindi’s natural water resources and ecological integrity at risk.

Regulatory Clash with PHATA

RDA officials expressed concern that some developers are bypassing local regulations by withdrawing their applications from RDA and approaching PHATA for quick approvals. The agency clarified that PHATA holds no legal authority to allow development in Rawalpindi Tehsil without compliance with the local Master Plan, making such permissions void under planning laws.

Rising Public Complaints

Growing public outcry has forced the RDA to act swiftly. Numerous citizens have filed complaints about deceptive advertising, unapproved land sales, and unregulated construction by certain housing societies. These activities not only compromise city infrastructure but also lead to massive financial losses for unsuspecting buyers.
