Islamabad, July 31, 2025: In a landmark decision, Prime Minister Shehbaz Sharif has approved the Hajj Policy 2026 Pakistan, marking a bold step toward complete digitization and transparency in pilgrimage management.

Chairing a federal cabinet meeting, the premier stressed the need for modern technology and high-quality services to ensure Pakistani pilgrims receive the best possible experience.

Major Highlights of Hajj Policy 2026

The newly approved policy introduces a tech-driven approach, making digital transformation the cornerstone of upcoming Hajj operations. The entire Hajj process—from applications to travel and stay—will be digitized by 2026. The move is aimed at delivering transparent, efficient, and world-class services to Pakistani pilgrims.

The quota for pilgrims has been split, with 70% allocated to the government scheme and 30% to private tour operators. However, private companies that failed in service delivery in past years must now make arrangements for affected pilgrims in the 2026 Hajj season.

Key Features of the New Hajj Policy:

  • Mandatory digital systems including the updated Pak Hajj mobile app, digital wristbands, and local SIM cards for every pilgrim.
  • Real-time monitoring of applications and payments under private operators.
  • Third-party validation to maintain accountability across all Hajj operations.
  • Each private Hajj operator must serve at least 2,000 pilgrims.
  • 1,000 seats reserved for hardship cases, ensuring inclusivity.
  • Transparent selection of support staff through competitive tests.
  • Enhanced lodging, food, and emergency services, reflecting improved standards.
  • Compensation mechanisms for unforeseen circumstances or delays.

The Prime Minister clearly stated that no compromise will be tolerated in offering comfort, transparency, and timely support to pilgrims. “Every Pakistani pilgrim deserves top-tier service backed by innovation and accountability,” he said. He also instructed the Ministry of Information Technology to collaborate with the Ministry of Religious Affairs to implement a seamless digital system by 2026.
