Islamabad, Aug 8, 2025: The Sindh government has officially approved the launch of a CNIC-based vehicle registration system, marking a major step towards digital reform in the province’s transport sector. This modern approach follows the successful implementation of a similar system in Islamabad.
The decision was finalized during a cabinet meeting at the Chief Minister House, chaired by CM Syed Murad Ali Shah. The meeting was attended by provincial ministers, advisors, special assistants, the chief secretary, and senior officials from the Excise and Taxation Department.
Key Features of the New Registration Model
Under the new system, vehicle registration will be directly linked to the owner’s Computerized National Identity Card (CNIC) instead of the vehicle’s chassis number. This change will enable owners to keep and reuse their personalized registration plates even after selling their vehicle.
The Vehicle Identification Number (VIN) will continue to be based on the chassis number, ensuring each vehicle maintains a unique identity. However, the number plates will now belong to the owner rather than the car. Upon selling a vehicle, the plate can be transferred to a new car or returned for re-issuance or auction.
Vehicle Fitness and Seized Vehicle Policy
The cabinet also approved the establishment of Vehicle Fitness Inspection Centers across Sindh to ensure road safety and compliance with standards. Additionally, new Standard Operating Procedures (SOPs) were introduced for registering confiscated or seized government vehicles with altered or tampered chassis numbers, bringing transparency to the process.

Alignment with Global Best Practices
By introducing the CNIC-based vehicle registration system, Sindh aims to align its policies with international standards and recent reforms seen in other regions of Pakistan. This shift is expected to simplify ownership transfers, reduce fraud, and improve overall efficiency in vehicle registration services.
