Islamabad, Aug 15, 2025: The customs values of Polyester Spun Yarn, Viscose Spun Yarn, Acrylic Spun Yarn, and their blends imported from China, Thailand, Indonesia, and Vietnam have been officially revised by the Directorate General of Customs Valuation Karachi.
The revision follows industry requests to align valuations with current global market trends, ensuring fair trade practices and updated pricing for textile raw materials.
Previously, these customs values were fixed under Section 25A of the Customs Act, 1969, via Valuation Ruling No. 02, dated December 29, 2022. However, more than 90 days had passed since that ruling, prompting the Pakistan Yarn Merchants Association (PYMA) and other stakeholders to demand a fresh review. They argued that the old values no longer reflected prevailing international rates, resulting in disparities for importers and manufacturers.
During stakeholder consultations, importers highlighted that a previously agreed valuation formula for Polyester Spun Yarn, Viscose Spun Yarn, and Acrylic Spun Yarn was now outdated. Declining import volumes and stagnant valuations since 2022 had caused pricing imbalances. While the Computed Value Method under Section 25(8) was considered, it was deemed unsuitable due to the lack of reliable production cost data from exporting nations.
To address the issue, the Directorate collected updated price data for Polyester, Viscose, and Acrylic staple fibers from the CCF Group. Conversion costs for transforming these staple fibers into spun yarns of various counts were then calculated using internationally recognized market sources. This process determined the customs values for 100% Polyester Spun Yarn, Viscose Spun Yarn, and their blended variants.

Furthermore, valuations for blended Polyester, Viscose, and Acrylic Spun Yarns were finalized after adding calculated conversion costs. The pricing of multiple folded yarns, such as 2-ply and 3-ply Viscose Spun Yarn, was also established based on credible global price publications. This comprehensive review ensures that the customs values of Polyester Spun Yarn and other blends now align closely with current international market realities.
