The prime minister has said that the government would conduct an independent audit of its flagship Cashless Economy Initiative 2025 which is a landmark reform program leading Pakistan to a transparent, technology-enabled financial system.
Initiated earlier this year, the plan is seen as one of the most ambitious economic transformations seen in the state. Its major focus is to increase transparency, increase financial inclusion, optimize delivery of services to the people, widen tax net and decrease leakages during portions of government payments.
The program is overseen by a top-level committee chaired by Prime Minister, and three expert teams that work on Digital Payments and Innovation, Digital Public Infrastructure, as well as Government Transactions. Since June 2025 weekly reviews of progress have been in progress.
The idea behind the initiative is to digitize the processes of government-to-person (G2P) and person-to-government (P2G) processes and to introduce safe and secure payment structures to the merchants in Pakistan. Essential infrastructures like Raast and QR based systems are also going countrywide.

Considering the complexity of the program, the government will engage an international consultancy firm to do the review through open competition. The audit will look into the policy directive adherence, engagement of institutional arrangements, the implementation strategies and the adoption measure in terms of users, merchants, transaction volumes and penetration in the digital wallets. It will also evaluate the work of oversight committees and how well the outfit of the operation between the government and the privately offered money can be approached.
Officials reported that the consultancy will help to offer practical suggestions in order to enhance the initiative and come up with further proposals in order to enhance Cashless Pakistan vision. The third party audit will eventually direct on-time and efficient implementation of the program.
