Oman has introduced new work permit rules that directly affect Pakistanis seeking jobs in certain professional fields. From now on, having a work permit alone will not be enough. Professionals in sectors like energy, minerals, logistics, accounting, finance, and auditing must also obtain a professional practice license or a classification certificate before their work permit can be issued or renewed.

What’s Different Now?

Previously, the process for getting a work permit in Oman mainly relied on employer sponsorship, quota approval and standard documents. While those requirements remain, the government has added another condition, applicants in technical and regulated fields must first get certified by the relevant Omani authority.

Who Will Be Impacted?

The new regulation will target professionals where accuracy and compliance are critical. Current sectors included are:

  • Energy and Minerals – engineers, geologists, consultants, safety experts, and project managers.
  • Logistics – supply chain specialists, freight handlers, warehousing managers, and transport operators.
  • Finance, Accounting and Auditing – accountants, auditors, and financial analysts.

Officials have not released a full list yet, but early signs suggest that any role requiring technical expertise or public trust will be brought under this rule.

License vs. Certificate – What’s the Difference?

  • Professional Practice License: Needed for individuals, often requiring proof of qualifications, memberships, and relevant experience. Example: certified accountants and auditors.
  • Classification Certificate: Usually applies to companies and their employees in sectors like logistics or contracting, confirming they meet Omani industry standards.

Without one of these, a job offer or work permit process cannot move forward.

General Work Permit Rules Still Apply

Besides this new step, the usual conditions for foreign workers in Oman remain in place. These include:

  • Employer sponsorship from an Omani company.
  • Quota clearance under Oman’s labor system.
  • Medical fitness tests.
  • Academic and professional documents.
  • Police clearance for certain sectors.

The professional license or certificate is an additional layer, meaning more paperwork and longer timelines.

Timeline of the New Rules

  • From August 1, 2025 – engineers must present a classification certificate for permit approval.
  • From September 1, 2025 – finance professionals also need the license requirement.
