A federal audit has uncovered that Jinnah Garden Housing Society illegally turned land meant for public amenities into residential plots and sold them in violation of planning rules.

The Audit Report 2024-25 revealed that nearly 200 kanals, originally reserved for parks, playgrounds, schools, and graveyards, were divided into plots and sold. The land is estimated to be worth around Rs2 billion. The report said these actions breached the Capital Development Authority (CDA) Ordinance of 1960 and Islamabad Capital Territory Zoning Regulations.

The audit also noted that development work proceeded without a No-Objection Certificate (NOC) from the CDA. Plots that were mortgaged in the authority’s name were sold, yet the CDA did not impose or recover any penalties, causing an additional loss of Rs25.48 million. “The Authority neither imposed nor recovered penalty as per provision of zoning regulations,” the report stated.

CDA officials told auditors that the matter is already under review at the Islamabad High Court. The Departmental Accounts Committee (DAC) has now instructed the CDA to provide auditors with the same report submitted to the court.
