Islamabad, 26 Apr, 2025: Azerbaijan Launches Scholarship initiatives once again as the Republic of Azerbaijan opened applications for the 2025–2026 session under its esteemed Heydar Aliyev – International Education Grant Program.
The scheme welcomes students from around the world to pursue fully-funded studies at top universities across the country.
The scholarship is a joint effort by Azerbaijan’s Ministry of Foreign Affairs and Ministry of Science and Education.
Officials explained that the program aims to strengthen global academic partnerships and deepen cultural ties, while promoting Azerbaijan as a growing educational hub.

The launch of the program honors the vision of Heydar Aliyev, the country’s National Leader, and highlights Azerbaijan’s commitment to promoting education on a global scale.
Wide Range of Academic Opportunities
The Heydar Aliyev Scholarship covers several educational levels and disciplines, offering a variety of study options, including:

Each year, 100 international students will be chosen to benefit from this scholarship, and the program will continue over the next five years.
Full Financial Support for Students
The Azerbaijan Launches Scholarship program offers an impressive financial package that includes:
- Complete coverage of university tuition fees
- Round-trip airfare to and from Baku
- A monthly living allowance of 800 AZN (around USD 470) for accommodation, meals, and academic expenses
- Annual health insurance worth 200 AZN (about USD 117)
- Assistance with visa applications and residence permits throughout the course of study

Who Can Apply?
The program is open to citizens from several regions, including:
- Member countries of the Organization of Islamic Cooperation (OIC)
- Member nations of the Non-Aligned Movement (NAM)
- Small Island Developing States (SIDS)
- Countries with historical, cultural, or ethnic connections to Azerbaijan
Applicants must meet certain age limits:
- Undergraduate and General Medicine applicants must be under 35
- Master’s and Residency applicants must be under 40
- PhD candidates must be under 45
A minimum academic score of 70% and fluency in English, Russian, Turkish, or Azerbaijani is also required.

Students must first submit their applications to national authorities, and successful nominees will later register through the Study in Azerbaijan Centralized Admission System.
