Babusar Top, Lulusar Lake, and the Bata Kundi region in Mansehra have received heavy snowfall, adding to the scenic charm of the Kaghan Valley. Just days earlier, Babusar Top had its first snowfall of the season, drawing tourists eager to experience the valley’s picturesque views.

However, the recent spell has disrupted travel, blocking traffic between Bata Kundi and Babusar Top along the Shahrah-e-Kaghan. With temperatures dropping further, locals are bracing for an intense cold wave.

Meanwhile, the administrations of Rawalpindi and Murree have rolled out a comprehensive safety plan for the 2024–25 snowfall season, spanning November 1 to February 28. Approved by the Rawalpindi Commissioner, the initiative comes in response to the tragic 2022 snowstorm that claimed 22 lives.

The plan involves coordinated efforts by the National Highway Authority, Forest Department, Civil Defence, and Traffic Police, with teams deployed in Murree throughout winter. An emergency fund of Rs. 59.3 million has also been set aside.

Additionally, 100 Civil Defence volunteers will be equipped with safety kits—including life jackets, rain gear, and flashlights—to provide on-the-spot assistance to tourists.
