Islamabad, July 30, 2025: A major change has been announced in Punjab regarding vehicle registration, shifting the focus from the vehicle to the owner. Under the new policy, number plates will no longer be linked to vehicles. Instead, they will be issued in the name of the vehicle owner.
This decision applies to all cars and motorcycles registered across Punjab, especially cities like Lahore.
When a vehicle is sold or transferred, the number plate will be removed and retained by the previous owner. The new buyer will either be issued a fresh number or allowed to use a previously issued number plate already registered under their name.
According to the Excise and Taxation Department, current number holders can voluntarily surrender their existing number to purchase a new one for another vehicle.
Number plates will be categorized based on the type of vehicle—car or motorcycle—and can only be displayed on the appropriate category. If someone wants to use an old number plate on a new vehicle, an additional fee ranging from Rs. 500 to Rs. 8,000 will be charged.

The Excise Department has submitted the necessary legal amendments and rules to the provincial government. The new vehicle registration system is scheduled for implementation in the first week of next month.
This update has been introduced to improve security and ensure that vehicle numbers are directly tied to their rightful owners.
