Islamabad, Nov 17: Bureaucrats Receive ‘Free’ Plots in Islamabad’s Premium Sector, Sparking Controversy. Top police officers and senior bureaucrats are purchasing one-kanal plots in the exclusive Sector E-11 of Islamabad for absurdly low prices just 1.5% of current market values.
According to a national publication, senior police officials, including IG Khyber Pakhtunkhwa Akhtar Hayat Khan, IG Punjab Dr. Usman Anwar, and NPF Managing Director Sabir Ahmed, are among the benefactors, along with former interior secretary Aftab Akbar Durrani.
Similar preferential allocations were documented in Sector O-9, where a plot worth Rs. 500,000 was given to Additional IG Punjab Bilal Siddique Kamyana, even though the plot’s market value was Rs. 30 million.
In contrast to the current market value of Rs. 100 million, the National Police Foundation (NPF) charged Rs. 1.57 million each plot. Sabir Ahmed, the managing director of the NPF, has justified these pricing. He said that since plots that have been unoccupied for decades can be resold at their original cost, no regulations had been breached. He went on to say that the plot registries were shut down since the prior owners didn’t stay in touch.
However, the action has drawn criticism. Shahid Iqbal, a former DIG whose plot was transferred to another officer, has filed a lawsuit to contest the decision, claiming it was unfairly cancelled. The NPF has been accused by a former legal consultant of taking a prejudiced stance in favor of chosen executives.
After it was disclosed that former Interior Secretary Durrani issued a regulatory order shortly before he retired, giving the NPF more authority and extending the term of its managing director a violation of the society’s regulations the controversy has grown even more alarming.
