Islamabad, Mar 24, 2025: The Competition Commission of Pakistan (CCP) has given the green light to a strategic partnership between Fly Jinnah Services (Private) Limited and Air Arabia Academy LLC.
The two companies will collaborate to establish Fly Jinnah T3 Flight Academy (Private) Limited, a specialized training institute aimed at enhancing aviation education in Pakistan.
The approval follows a detailed assessment of the pre-merger application submitted under the Competition (Merger Control) Regulations, 2016.
According to the agreement, both organizations will collectively invest in launching the new academy, focusing on developing skilled aviation professionals in the country.

During its evaluation, the CCP determined that this joint venture falls under a conglomerate transaction, meaning there are no competitive overlaps between the two companies.
Fly Jinnah operates in the commercial airline sector, whereas Air Arabia Academy specializes in aviation training within the UAE.
Since the newly formed entity will function independently, it is expected to expand and improve aviation training services in Pakistan.
The Commission concluded that this collaboration does not pose any significant risk to market competition nor does it establish a monopoly. Based on this analysis, the merger has been approved under Section 31(1)(d)(i) of the Act.
This partnership is expected to boost the aviation industry by strengthening technical training facilities and providing new career opportunities for aspiring professionals.
By introducing global training standards, the initiative aims to equip future pilots and aviation personnel with high-quality education, contributing to the overall growth of Pakistan’s aviation sector.
