Islamabad 8 August: The Capital Development Authority (CDA) has declared 99 housing societies in Islamabad illegal, sparking outrage among residents and investors who claim they were misled by developers and officials allegedly profiting from the schemes.

The move has left countless ordinary citizens grappling with the loss of their investments, as plots and homes purchased in good faith now face demolition or legal limbo.

The CDA has indicated that sponsors of these schemes, often operating in Zones 3 and 4, have failed to secure proper approvals, with many accused of marketing plots without infrastructure or legal standing.

The CDA’s decision, announced late Thursday, targets housing projects accused of operating without proper approvals, lacking infrastructure, or encroaching on protected green areas and public land. While the authority has not released an official list, sources suggest many of these societies were marketed aggressively, with promises of modern amenities that never materialized.

Critics argue that the crackdown exposes a long-standing issue of corruption, where developers and complicit officials allegedly pocketed funds, leaving buyers—often from middle- and lower-income groups—bearing the brunt.

Homeowners and investors have taken to social media to voice their distress, with some alleging that payments were made to CDA officers or local influencers to expedite approvals that were never legitimate. Trending discussions highlight a sentiment of betrayal, with many calling the affected public “innocent victims” of a systemic scam. However, these claims remain unverified, and the CDA insists the action is part of a broader effort to enforce urban planning laws and reclaim illegally occupied land.

This list is compiled from various sources indicating non-compliance with the CDA Ordinance, 1960, ICT (Zoning) Regulations, 1992, and related procedures, due to issues such as lack of No Objection Certificates (NOCs), unauthorized land use, or failure to provide mandated amenities.
