Islamabad, Jan 28: The Capital Development Authority (CDA) has issued a strong warning regarding unauthorized housing schemes in Zone-4 of Islamabad, urging immediate action to stop illegal advertising and marketing activities. The CDA’s Directorate of Regional Planning emphasized that any housing development in the area without prior approval from the authority is unlawful.
In a public notice, the CDA reiterated that no housing scheme will be approved in violation of the CDA Ordinance 1960, the Master Plan of Islamabad, and the relevant zoning and building control regulations. Specifically, the authority referenced the ICT Zoning Regulation of 1992 and the ICT Building Control Regulation of 2020, asserting that any deviation from these laws constitutes a violation.

The CDA warned the sponsors of unauthorized schemes, including those related to housing and farm housing, to immediately cease all promotional and developmental activities. The authority’s concerned directorates are already taking action against offenders, with further legal consequences possible for those who do not comply with regulations.
The notice also highlighted that, according to S.R.O. 886 (I) 23, only private companies registered with the Securities and Exchange Commission of Pakistan (SECP) are allowed to develop housing or farm-housing schemes in designated Sub-Zones B and C. Any projects located outside these zones or without proper approvals will face stringent regulatory measures.
CDA has advised sponsors of unauthorized schemes to submit their layout plans for formal approval in alignment with approved planning standards and land-use regulations. Director of Regional Planning, Ejaz-ul-Hassan, urged the public to be cautious when investing in housing projects and to verify their legal status before making any financial commitments.
