The Capital Development Authority (CDA) has issued a final show-cause notice to the National Cooperative Housing Society and Earth Developers (Pvt) Ltd for failing to comply with approved layout plan conditions for their joint housing project in Zone V, Islamabad.
According to the notice, both firms did not follow the terms of the layout plan approved on September 29, 2022, for the National Cooperative Housing Scheme and New Islamabad Enclave. The project covers a total of 1,037 kanals, with 467 kanals (45%) belonging to the housing society and 570 kanals (55%) owned by Earth Developers.
CDA officials said the developers were directed to publish the approved layout plan in two national newspapers within seven days and submit a written affidavit confirming compliance with all planning and design conditions. However, neither requirement was fulfilled, and their status remains marked as Not Published and Not Submitted.

The CDA has warned that failure to meet the specified conditions will result in further legal and administrative action against both sponsors.
