Islamabad, July 11, 2025: The Capital Development Authority (CDA) has taken its first step toward digital governance by deciding to computerize Islamabad’s land records and introduce electronic stamp papers to modernize property transactions. The decision was made during a high-level meeting chaired by CDA Chairman and Chief Commissioner Islamabad, Muhammad Ali Randhawa, on Thursday.

The program is likely to update, protect, and simplify the land management procedures through which transactions like transfer, inheritance, and sale become cheap and transparent to citizens. The meeting has also looked at the aspect of rural and urban land record going digital and integration of CDA systems to the digital infrastructure that has already been established in Punjab.

Ikramul Haq, Director General, the Punjab Land Records Authority (PLRA) briefed on the progress and provided an insight on Punjab exemplary land administration model operated on digital platforms.

“We are fully committed to making Islamabad’s land management system modern, transparent, and efficient,” said Chairman CDA Muhammad Ali Randhawa. “The digitization process will not only make property transactions such as transfer, inheritance, and sale easier for citizens but also secure CDA and ICT land records from loss or tampering.”

CDA will adopt the digital framework of the PLRA in forms of memos and a Memorandum of Understanding (MoU) will be signed in the near future. Another plan of the project is to open up a network of service delivery centers situated around the city with modern infrastructure in the effort of issuing e-stamp papers.

This campaign is guided by the instructions of Prime Minister Shehbaz Sharif and the Interior Minister Mohsin Naqvi who focused on the spread of digital government across the country. Chairman Randhawa directed IT departments of CDA to oversee the implementation process by themselves, which was aimed at streamlined and effective implementation process.

He ended his speech with a remark that CDA is introducing a paperless system and all the efforts will be targeted to deploy this fast. The initiative is a great leap towards the revolution in property management in Islamabad and the capacity of the state in delivering services to people.
