Islamabad, Feb 7: The Capital Development Authority (CDA) has taken a major step toward enhancing Islamabad’s aesthetics by deciding to hire landscape specialists. This initiative was approved during the third board meeting, chaired by CDA Chairman Muhammad Ali Randhawa. The session focused on key aspects of urban planning, financial improvements, and administrative reforms.
To strengthen financial management, the board sanctioned the appointment of a Director of Finance for CDA Hospital. Additionally, it approved the implementation of the SAP (Systems, Applications, and Products) accounting system to align with national financial regulations. A rate-running contract was also approved to ensure a steady supply of essential medical kits for the Health Services Wing.
Boosting Revenue and Asset Management
The board also reviewed asset management strategies, approving a significant increase in lease rates for a petrol pump in Sector F-6. The monthly lease was raised from PKR 292,000 to PKR 4.5 million, with an annual 10% increase. Moreover, the chairman instructed officials to compile a comprehensive database of CDA’s assets under the Administration Wing for improved oversight and future planning.
A key decision included hiring a Managing Director and three directors for the Islamabad Water Agency to enhance water management. Additionally, an urban development expert and a carbon credit specialist will be recruited to drive sustainability initiatives. The board also discussed establishing a Carbon Credit Center at a nursery on Park Road to promote environmental conservation.

Employee Financial Accountability and Infrastructure Projects
The meeting addressed financial accountability, particularly targeting officers and employees who took house-building advances but failed to repay them. The Establishment Division will be engaged to facilitate the recovery process.
Other major approvals included:
- Hiring a transaction advisor for the Green Frontier Data Center project.
- Integrating e-payment gateways into the “My Islamabad” app for enhanced public services.
- Securing consultancy services for restoring Parliament Lodges and Government Hostels.
With these strategic decisions, the CDA aims to transform Islamabad’s urban landscape while ensuring financial discipline and sustainable growth.
