Islamabad, June 19, 2025: In a landmark move to boost electric vehicles in Punjab, the provincial government has signed a memorandum of understanding (MoU) with China’s Skywell New Energy Vehicles Group for a large-scale investment in the EV sector. Under this agreement, Skywell will establish an electric vehicle assembly plant on 75 acres in one of Punjab’s Special Economic Zones.
The signing ceremony took place at the Punjab Small Industries Corporation (PSIC) office, with Provincial Minister for Industries Chaudhry Shafay Hussain and Skywell CEO Biwan Han officially sealing the deal. The Chinese company plans to invest in the production of electric buses, cars, two-wheelers, and three-wheelers, targeting both local consumption and export markets.
Minister Shafay Hussain welcomed the partnership and reaffirmed the Punjab government’s dedication to accelerating the shift towards sustainable mobility. He emphasized that under the leadership of Chief Minister Maryam Nawaz Sharif, the province is actively supporting eco-friendly transport and providing full assistance to foreign investors in EV infrastructure, including charging stations and battery production.
The minister also highlighted the broader vision of industrial development in Punjab, stating that the establishment of new industries will pave the way for job creation and economic growth. He assured that foreign investors, particularly from China, will receive top-tier security and a business-friendly environment.

Speaking at the event, CEO Biwan Han expressed Skywell’s intention to serve both domestic and international markets with high-quality electric vehicles manufactured in Punjab, turning the province into a future hub for EV innovation and export.
