Islamabad, Mar 2, 2025: In order to facilitate audits, compliance, and revenue optimization, the Federal Board of Revenue (FBR) designated eight top Inland Revenue Service officials as Domain Officers, giving them direct access to all PRAL data.
The designated officials have been given permission to develop and use PRAL’s data without first obtaining permission from PRAL authorities, per an FBR notification published on Saturday. To improve FBR’s digital operations, their main duties include software development, data analysis, reporting optimization, and data governance.
In order to ensure smooth cooperation with PRAL teams throughout the Software Development Life Cycle (SDLC), the Domain Officers’ Terms of Reference (TORs) address their participation in software development and implementation.

In order to match software changes with FBR’s operational and legal requirements, they will also supervise business requirement specifications (BRS) and change request forms (CRF). The officers will also help create dashboards for FBR field officers, guaranteeing operational effectiveness, actionable insights, and accurate data.
To improve revenue collection and policy enforcement, they are supposed to recommend automated validation checks and keep an eye on data analysis tools. The Domain Officers will supervise the application of FBR’s Data Governance Policy, guaranteeing stringent security protocols, access controls, and compliance audits.
To preserve openness and protect data integrity, they will also suggest outside audits of database operations and access records. To enable the efficient performance of their duties, the FBR has instructed PRAL’s CEO to guarantee complete collaboration with the designated Domain Officers. This action is a component of FBR’s larger plan to increase revenue collection, improve compliance, and modernize tax administration.
