Islamabad, Aug 21: New guidelines for the postings and transfers of operational staff (BS 01-16) in the Inland Revenue field formations and customs workers (BS-1 to 16) were released by Rashid Mahmood, Chairman of the Federal Board of Revenue (FBR), on Tuesday.
In compliance with the instruction of the FBR Chairman, the Secretary of Revenue Division/Chairman of the FBR has expressed a desire to enhance efficiency and discipline in the operations of Inland Revenue (IR) Field Formations.
The operational staff (BS 0l-16) postings and transfers in the IR field formations and Directorate Generals will only be authorized at the prior request of the relevant Assistant/Deputy Commissioner-lR, Assistant/Deputy Director, or Assistant/Deputy Director, to whom the staff is to be posted.
b. The Assistant/Deputy Commissioner-lR, Assistant/Deputy Director, or other officer who determines that a staff member’s services are no longer needed in his jurisdiction must report the decision in writing to his supervisory officer, with a copy sent to the Additional Commissioner (HQs) or Additional Director in question (HQs).
- The relevant officer’s report will be received, and the concerned officer will be positively transferred within three days. The relevant official would immediately be released from their assigned responsibilities and place of posting if the seniors failed to take the necessary steps. They would then report to the relevant field headquarters without waiting for further instructions.
- The FBR Chairman issued another directive, stating that the Secretary Revenue Division/Chairman, FBR, has requested the following in order to increase efficiency and discipline in the operations of Customs Field Formations: – That postings/transfers of operational staff (BS 01-16) in the Collectorate(s)/Directorate(s) shall be ordered only after prior requisition of the concerned Assistant/Deputy Collector/Assistant/Deputy Director under whom the staff is to be posted
- In the event that the Assistant, Deputy Collector, Assistant, or Deputy Director determines that a staff member’s services are no longer needed within their jurisdiction, they must notify their supervisory officer in writing, with a copy sent to the Deputy Collector or Deputy Director (HQs).
- The responsible officer’s report will be received, and the concerned official will be positively transferred within three days. The relevant official would immediately be released from their assigned responsibilities and place of posting if the seniors failed to take the proper measures. They would then report to the relevant field headquarters without waiting for further instructions.
- The FBR Chairman further stated that all Chief Collectors and Director Generals are asked to send a combined monthly report to Chief (Management/HR. Customs) regarding all such officers who have been turned in.
