Islamabad, July 1, 2025: The Federal Board of Revenue (FBR) has officially set the minimum retail price (MRP) of cement for July 2025, aiming to ensure fair sales tax collection and block under-invoicing tactics used by manufacturers.

As per the latest S.R.O. 1126(I)/2025 issued on Monday, the FBR cement price for July 2025 will be determined using average cement prices from Karachi, Lahore, Faisalabad, and Peshawar. Additionally, it will include an average of prices from Rawalpindi and Islamabad. All figures will be based on the latest monthly data released by the Pakistan Bureau of Statistics (PBS).

For taxation purposes, Rs. 25 will be deducted from the PBS average before applying the standard sales tax rate under the Sales Tax Act, 1990. This revised pricing model replaces the earlier S.R.O. 746(I)/2025, issued in April.

By setting this benchmark, FBR aims to create a level playing field, tighten compliance, and prevent revenue leakage in the cement sector.
