Islamabad, June 19, 2025: In a major relief for Pakistani students, the Finnish government has introduced a temporary biometric identification facility in Doha, Qatar, easing the residence permit application process. This special arrangement allows students to complete necessary identification formalities in Doha instead of Abu Dhabi—from July 9 to August 6, 2025.

The move comes after several Pakistani applicants faced hurdles in securing appointments and traveling to the UAE under current entry rules. According to the Embassy of Finland, students already on the waiting list for VFS Global Abu Dhabi have been shifted automatically to VFS Doha and will be notified directly.

Students with confirmed Abu Dhabi appointments who prefer to switch to Doha must email the Finnish Embassy in Abu Dhabi before July 11. If space is available, the embassy will guide them on the new procedure.

It’s important to note that appointments at VFS Doha are non-transferable and cannot be rescheduled due to limited capacity. Those who miss their assigned slot will need to book afresh at the Abu Dhabi center.

While biometrics will be processed in Qatar, residence permit cards will still be delivered to the Finnish Embassy in Abu Dhabi. Students will be contacted when their permits are ready and offered delivery options.

Applicants must pay the residence permit fee online before their appointment at the Doha center to ensure smooth processing.

This temporary shift by Finland aims to streamline visa access for Pakistani students planning to pursue higher education in the country, minimizing delays caused by regional travel restrictions.
