Islamabad, 18 Apr 2025: Foreign Skilled and Unskilled Job opportunities in the UAE have become significantly more accessible following the introduction of a revised hiring procedure announced by the Ministry of Human Resources and Emiratisation (MOHRE).
Aimed at simplifying the recruitment process for international talent, this new mechanism applies to both skilled professionals and general laborers and can only be initiated by licensed employers within the Emirates.
In an official digital announcement, MOHRE revealed a four-step process designed to enhance efficiency and reduce processing time for acquiring a work permit.

Foreign Skilled and Unskilled Job Permit Made Easier by MOHRE
The Foreign Skilled and Unskilled Job procedure now requires employers to log in using their UAE Pass or verified digital credentials, submit the application via authorized platforms, and upload all pertinent documentation.
Once submitted, complete applications are electronically reviewed and, if valid, moved forward for ministerial approval. If any information is missing or incorrect, applicants will receive alerts instructing them to correct the submission.
Following approval, employers must proceed with payment of federal dues, secure the necessary insurance or submit a bank guarantee, and attach a job offer letter signed by both parties.
Criteria for Hiring Skilled Workers
For positions that fall under skilled employment, the UAE government mandates the verification of academic qualifications via the Ministry of Higher Education.
This validation process usually takes up to 14 working days. The documents required include a valid passport copy, a recent color photograph, and attested academic certificates where applicable.
MOHRE divides the workforce into nine distinct skill categories. For levels 1 through 5, submission of educational credentials is compulsory.
Moreover, to be officially classified as skilled, a worker must earn no less than AED 4,000 per month, irrespective of their educational background.
Some roles, like those in education, healthcare, sports training, and law, necessitate a professional license issued by the relevant UAE authority.
Applicants from specific countries namely Pakistan, Iran, Iraq, and Afghanistan must also provide a clear, scanned copy of their national identity card, displaying both front and back sides.
Terms and Eligibility for International Recruitment
Employers seeking to hire overseas candidates must possess a valid commercial license, no unresolved legal violations, and an active electronic quota for hiring.
They must also be legally authorized to sign permit requests. The worker being hired should be 18 years or older and not currently holding an active UAE employment permit.
The ministry also allows permit replacement within six months if certain conditions are met such as a change in nationality so long as the worker’s gender and job designation remain consistent.

Cancellation of the original entry permit is required through the Federal Authority for Identity, Citizenship, Customs & Port Security.
