Islamabad, July 25, 2025: Prime Minister Shehbaz Sharif has formed a fresh committee to revise and finalize suggestions aimed at transforming the nation’s civil service system.
This step came after the planning ministry presented its conclusive reform proposals on Thursday, as reported by Express Tribune.
The Prime Minister examined the proposals, which centered on hiring, employee training, institutional strength, specialization, and financial rewards.
There was also a discussion on whether to keep the existing setup of the civil service or introduce a pyramid-style structure like the military’s, where only a few make it to senior ranks. The planning ministry mentioned, “100 percent of military officers reach the rank of Major, but only 5 percent become Major General.”

Attendees also backed a cluster-based hiring model divided into three streams: general, financial, and information sectors.
The Prime Minister instructed that the final list of proposals be submitted within a month. The recommendations must include merit-based hiring, the use of modern tools for strengthening institutional performance, and reforms centered on the public to enhance service delivery.
