Islamabad, 3 june 2025: Greece has 270,000 job openings in 2025, yet labor market shortages persist across key sectors, with only one in every four vacancies projected to be filled this year.
Official data indicates that approximately 90,000 overseas workers have entered Greece so far, meeting just a fraction about 25% of the estimated 360,000 total workforce demand.
The incoming labor pool has primarily been deployed to essential industries such as tourism, agriculture, catering, and construction.
Tourism, a pillar of the Greek economy contributing nearly 10% to national GDP, remains especially vulnerable to staffing shortages as the peak season approaches.

In response, the Greek government has been pursuing bilateral labor mobility agreements to address the widening gap. One of the most significant arrangements was recently signed with India, aimed at facilitating the arrival of 50,000 Indian nationals by the end of summer 2025.
These workers are expected to be integrated across multiple fields, with arrival schedules tailored to employer needs.
This Indian workforce deal is part of a larger push to attract non-EU labor for sectors experiencing the sharpest pressure. Authorities hope such initiatives will help stabilize operations in agriculture, tourism, hospitality, and building trades.

Looking at recent trends, Greece required 148,000 non-European workers across 2023 and 2024. In 2024 alone, over 32,500 third-country employment applications were approved.
Most were for entry-level and semi-skilled occupations, including field hands, factory workers, equipment operators, construction laborers, and clerical staff. About half of those roles were short-term seasonal positions roughly 42,500 in total.
For 2025, Greek authorities have earmarked 89,290 employment slots for foreign hires. This includes 41,670 dependent jobs (roughly 47% of the total), 45,670 seasonal placements, and 2,000 highly qualified roles.

Plans are also underway to bring in an additional 3,000 workers in manufacturing, particularly for food production sectors like cheese and olive oil processing.
The healthcare field is another focal point, with 2,500 vacancies open, especially in eldercare and home-assistance services.
Despite expanded international hiring agreements and increased foreign arrivals, Greece has 270,000 job openings that continue to challenge policy planners.
As demand outpaces supply, officials are weighing further labor reforms to prevent economic disruption across core industries.
