Islamabad, Aug 4, 2025: Pakistani intermediate certificates are on the verge of gaining direct recognition from global universities, as confirmed by Dr. Ghulam Ali Mallah, Executive Director of the Inter Board Coordination Commission (IBCC). This progress is part of a broad reform initiative focused on streamlining and updating the country’s educational credentialing process.
Speaking to a national publication, Dr. Mallah shared that the IBCC is closely collaborating with the UK’s ECCTIS to facilitate direct acceptance of Pakistani intermediate qualifications for higher education abroad. Similar partnerships are underway with other global education authorities.
He also announced the discontinuation of the outdated requirement for sealed envelopes during verification. Now, all 29 educational and vocational boards across Pakistan offer digital verification services for academic records.
Verification services for religious seminary documents are also in development and expected to launch soon. Moreover, the IBCC has introduced a digital platform for attestation and equivalency processes. The new system issues certificates that feature QR-code technology, enabling quick and secure verification.

Dr. Mallah further explained that the organization, once known as the Inter-Boards Committee of Chairmen, underwent a complete transformation in 2023 through legislation passed by Parliament. The restructured IBCC now supervises foreign educational credentials in Pakistan and evaluates them based on a 15-point benchmark. This process is managed through a dedicated online portal, ensuring transparency and accessibility.
The steps being taken aim to ease international admissions for students holding Pakistani intermediate certificates, enhancing their educational and professional opportunities abroad.
