Islamabad, 26 May, 2025: New Housing Plans are taking shape as the Federal Government Employees Housing Authority (FGEHA) prepares to launch residential development projects across 13 major cities of Pakistan, following formal approval of the updated JV and PPP Rules 2025.

Major Urban Centres Selected for Development

New Housing Plans aim to meet the increasing need for affordable living spaces, particularly for public sector workers. The initiative targets urban hubs including Islamabad, Rawalpindi, Attock, Lahore, Peshawar, Quetta, Multan, Faisalabad, Sargodha, Hyderabad, Abbottabad, Gujranwala, and Karachi.

Officials from FGEHA indicated that the revised public-private partnership framework is designed to offer greater security to investors and developers an issue that previously hindered progress under the earlier 2020 version of the rules.

Strengthening Public-Private Collaboration

New Housing Plans are expected to benefit from improved terms for private partners. The revised policy ensures streamlined processes and legal safeguards, aimed at enhancing investor confidence and attracting a diverse group of stakeholders.

Expressions of Interest (EOIs) have already been solicited from developers, landowners, business entities, and eligible individuals.

The deadline for submitting EOIs is set for June 30, 2025. Authorities believe this timeline will allow ample preparation and planning for substantial participation in the projects.

Learning from the Past

Officials acknowledged that earlier efforts, initiated under the JV and PPP Rules 2020, faced delays and setbacks largely due to insufficient legal backing and unclear operational procedures.

The updated 2025 framework, they assert, resolves those shortcomings and sets a clearer path for success.

The FGEHA also confirmed that early feedback from prospective investors has been encouraging, reflecting growing interest in the public-private housing sector.

By introducing these New Housing Plans, the federal government hopes to ease urban housing pressures and provide long-term, sustainable accommodation solutions especially for civil servants while boosting investor confidence in the real estate sector through robust legal and operational frameworks.
