ISLAMABAD, AUGUST 13: To improve its operational capacity, the Ministry of Information Technology and Telecommunication (MoITT) is actively selecting experts.
The ministry is accepting applications for the role of legal consultant as part of this effort. The Performance Evaluation Committee’s permission is required for any annual extensions beyond the initial three-year term of this appointment, which could total up to two more years.
MoITT states that the ministry is in charge of developing policies meant to advance Pakistan’s national ICT (information and communications technology) services and infrastructure. The ministry wants to make Pakistan a knowledge-based economy by offering dependable and reasonably priced ICT-enabled services. The ministry is looking to fill the position of Legal Consultant under the MP-II Scale with a dynamic expert in order to achieve this goal.
The Ministry has stipulated that applicants for the role of legal consultant must have at least five years of relevant professional experience in addition to a Ph.D. in law from a local or foreign university recognized by the HEC.
Candidates having seven years of professional experience and an LLM in Law from a HEC-recognized university will also be taken into consideration. The requirements emphasize how important it is for the Ministry to hire highly qualified individuals who can successfully negotiate the intricate legal environment in the ICT industry.
The tasks of the legal consultant will be extensive and will include crafting laws, advising high authorities on legal matters, and providing legal opinions.
In addition, the consultant will represent the Ministry and the Government of Pakistan in assessing and screening contracts pertaining to the ICT industry. In addition, the position entails planning workshops, speaking on behalf of the Ministry in court cases throughout Pakistan, and communicating with stakeholders and the commercial sector to get input on legal matters pertaining to ICT.
The ministry states that applicants must have a thorough awareness of the laws and regulations governing Pakistan’s IT and telecom industries, as well as expertise preparing legal documents, especially in these fields. Along with having excellent interpersonal and communication skills, the candidate should be able to represent the Ministry well in forums both domestically and internationally. Furthermore, the applicant needs to have been registered as a High Court Advocate for a minimum of the previous five years.
With the Secretary of IT and Telecom’s agreement, a shortlisting committee will be established to review the applications. The Prime Minister will ultimately make the final decision, with the selection committee recommending the three most qualified individuals. The Management Scale Policy stipulates that the selected legal consultant would be paid under the MP-II Scale.
Building on the recent employment of a telecom consultant for the ministry’s telecom wing, this recruitment is part of a larger instruction from the Prime Minister to appoint experts across eleven ministries, including IT and Telecom, to strengthen their performance.
