Islamabad, May 12, 2025: Italy has unveiled a progressive shift in its immigration framework, empowering seasonal migrant workers to legally begin employment even before receiving official work permit approvals.

This immigration policy reform is poised to ease Italy’s labor shortages while minimizing migrant exploitation—a critical step forward for sectors like agriculture and tourism that heavily rely on foreign labor.

Under the new guidelines, seasonal workers can now legally commence jobs if they fulfill three basic conditions:

  • They must have proof of applying to convert their seasonal residence permit into a standard work permit.
  • Employers are required to file a Unilav employment declaration electronically.
  • Jobs in domestic sectors must be registered with INPS, Italy’s national social security agency.

This ensures seasonal migrant workers are protected under Italian labor laws from their first day on the job—even while their permits are being processed.
