Islamabad, 27 May 2025: Good Governance Roadmap has officially been launched by the Chief Minister of Khyber Pakhtunkhwa as a central strategy to overhaul public services, improve accountability, and align provincial development with citizen needs.

The new initiative highlights three core areas: effective governance, smart development, and a robust security framework.

Authorities have confirmed that concrete targets have been set for all three, with a timeline of two years for visible impact.

A Unified Framework for Provincial Transformation

According to the provincial government, the Good Governance Roadmap will act as a guiding blueprint for future reforms across departments.

It aims to unify ongoing and future government projects under a single framework that prioritizes results and institutional performance.

Officials said that the roadmap seeks to bring public service delivery models closer to what the people of Khyber Pakhtunkhwa expect.

It will also ensure that all efforts for development are streamlined across sectors and implemented with better coordination.

Twelve critical sectors have been identified under this plan, ranging from health, education, and the economy to digital governance, urban development, and job creation.

These sub-sectors form the foundation of what the administration describes as a “performance-driven” governance model.

Upgrades in Health, Education, and Economic Sectors

In the health sector, the roadmap outlines the upgrading of 250 basic and rural health centres. Authorities intend to ensure 24/7 maternity care at grassroots facilities, equip over 100 hospitals with essential medical supplies, and intensify the polio eradication campaign in southern districts.

Education reforms under the plan include reducing the number of out-of-school children by 50%, and outsourcing 1,500 poorly performing schools to improve learning outcomes.

Meanwhile, the social protection arm of the roadmap pledges to provide scholarships and assistive equipment to 10,000 individuals with disabilities. A digital welfare registry will be launched to streamline benefits.

As part of economic reforms, the government aims to complete three new economic zones and upgrade 32 vocational institutes.

In agriculture, thousands of orchards with high-yield fruit trees are to be planted, while two million wild olive trees will be grafted. A dairy farm spanning 751 acres will also be launched through public-private collaboration.

The Good Governance Roadmap also includes targets such as breeding 10 million fish annually and creating four small-scale mineral zones.

In housing, 14,000 plots will be developed in the New Peshawar Valley, and over 130,000 low-income households will transition to solar energy solutions.

Infrastructure, Tourism, and Digital Expansion on the Agenda

Major infrastructure projects have also been prioritised, including the launch of construction on the D.I. Khan Peshawar Motorway and completion of the Peshawar New General Bus Stand.

The roadmap commits to developing over 50 tourist spots and launching homestay initiatives in seven districts.

To drive digitisation, more than 100 public services will be made accessible online through the “Dastak” portal.

The initiative also involves a massive push for digital transformation within government offices to improve transparency and citizen interaction.

Institutional Reform and Monitoring Mechanisms

The roadmap sets the stage for institutional reforms including revised staff transfer policies and performance dashboards designed to ensure merit-based promotions and accountability.

Each department has created its own action plan aligned with the broader roadmap goals.

Monitoring will be carried out by the Chief Secretary’s Office, alongside Performance Management and Reforms Units, which will use dashboards, AI tools, and geo-tagged evidence to evaluate progress.

Quarterly review meetings will take place at the Chief Minister’s Secretariat to track developments, address challenges, and ensure timely execution.

With the Good Governance Roadmap, the Khyber Pakhtunkhwa government aims to lay down a new path for efficient governance and long-term development, turning strategic planning into practical results.
