Islamabad, 12 Apr, 2025: In a major step toward alternative medicine and economic innovation, the Khyber-Pakhtunkhwa (KP) Cabinet has officially sanctioned a structured policy for the regulated production and utilization of Cannabis for Medical, industrial, and commercial applications.
The decision comes as part of the province’s broader agenda to leverage modern research and create new revenue streams from non-traditional sectors like medicinal cannabis.

Chaired by Chief Minister Ali Amin Khan Gandapur, the cabinet passed the Khyber-Pakhtunkhwa (Cultivation, Extraction, Refining, Manufacturing and Sale of Derivatives of Cannabis Plants for Medicinal Research, Industrial and Commercial Purposes) Rules, 2025.
These rules offer a comprehensive legal framework that permits the controlled growth, processing, and distribution of cannabis by-products for Cannabis for Medical innovation, scientific research, and industrial production.
This regulatory approval allows the provincial administration to monitor every phase of cannabis use from farming to final product manufacturing ensuring responsible oversight.
The initiative aims to promote cutting-edge medical research while encouraging local and foreign investment in the growing cannabis sector.
In addition to the cannabis regulations, the KP Cabinet also greenlit changes to the ‘Missing Basic Facilities in Schools’ initiative under the Conditional Grant Program.
As part of the revision, the spending limit for Parent Teacher Councils was increased from Rs. 5 million to Rs. 7 million to better meet infrastructural gaps in public education.
On the healthcare front, the government introduced the ‘Sehat Card Transplant & Implant Scheme’, which will now cover costs for life-saving surgeries, including organ transplants and cochlear implants, benefitting thousands of underprivileged patients.
The session also approved a grant of Rs. 100 million to religious seminaries (Deeni Madaris) and an allocation of Rs. 3.6 billion for sanitation vehicles, which will be distributed across 132 Tehsil Municipal Administrations (TMAs).
Additionally, a clean drinking water supply initiative was authorized, sourcing water from the Mohmand Dam Hydropower Project.

Further decisions included administrative and legislative reforms such as the integration of multiple inspection bodies and the endorsement of a new housing scheme bill tailored for public sector employees.
By legalizing Cannabis for Medical use under a tightly regulated system, KP positions itself at the forefront of responsible cannabis utilization in Pakistan, balancing economic opportunity with public health and safety.
